When the thing being described is male, you do not use the last 'e' (unless it cannot be taken off). When the thing being described is female, you use 'e' at the end of the adjective.

BRAGS Adjective Rule
If you want to say a red car, you say Une voiture rouge and put "red" after "car". If the adjective follows the brags rule and fits in a category like small, the adjective goes in front of the noun, so in this case, une petite voiture.
