Local govern­ment- deputies wanted power decent­ral­ised, wanted democracy, as of December 1789 February and May 1790 France was in 83 depart­ments which were subdivided into 547 districts and 43360 communes and in Paris the local government was divided into 48 sections. Active (activ­e->­ele­cto­rs-­>de­put­y)and passive (could not pay) citizens, 61% of men had right to vote. in 1789-99 about a million people were elected to councils. Some didn't like the new councils and resigned and some areas were left without effective local govern­ment.
